The Basic Education Program Review (1999) suggested the need for change in the way  Adult Basic Education is delivered in Saskatchewan. Three primary recommendations of the review were to:

  1. increase Adult Basic Education’s connections to employment;
  2. increase the retention and success of Aboriginal learners; and
  3. develop curriculum in the Adult Basic Education Level Three (Adult 10) program.

The ministry responded by hiring a Project Manager and forming a Basic Education Redesign Task Team in March 2001 to oversee:

  1. the development of a definition of framework for basic education in Saskatchewan;
  2. the articulation and development of an integrated vision for basic education;
  3. the development of goals and objectives for basic education;
  4. the articulation, development, and implementation of curricula for adult learners; and
  5. the development of a sustainable renewal and evaluation strategy for the new curricula.

For literacy workers, learners, and friends who have participated in the Circle of Learning Levels 1 and 2, this document is the realization of a five-year investment in developing a tool for quality literacy programming in Saskatchewan.

The five required courses at the Adult 10 level are Communications, Social Sciences, Life/Work Studies, Mathematics and Science. Revised curricula are posted in various formats as well as links to online resources and supplemental documents applicable to the various curricula.

As a result of further discussions and development work in ABE, the charts on pages 10-11 of the Phase 1: Planning and Foundations report were revised in 2004.

The Sustainability Plan provides an outline of activities designed to address reflection on and renewal of redesign initiatives.  Roles and responsibilities for curriculum in-service, curriculum renewal processes and ongoing instructional supports are identified.

Since the beginning of the ABE redesign process, the Ministry has sponsored professional development opportunities for instructors, counsellors, and administrators. Workshop topics have included the foundations and philosophy of ABE, curriculum orientation, website evaluation, and curricular integration. The Ministry hosts an annual workshop for new practitioners and, most recently, offered workshops for intake and assessment counsellors.
