The Regional Colleges Act requires a review of the regional college system at least once every five years.  For the 2010 review, Dr. Michael Atkinson, Executive Director and Professor of the Johnson Shoyama Graduate School of Public Policy was engaged to provide insight into the opportunities and challenges faced by regional colleges in the province.   

The final report Saskatchewan's Regional Colleges: Towards a New System was received by Honourable Minister Rob Norris and published on April 7, 2011. 

There are 20 recommendations in the report, including:

  • The need for a cohesive and co-ordinated Regional College system;
  • The need for quality assurance procedures; 
  • Improved board governance; and
  • A modernization of The Regional Colleges Act.

Report Amendments

The following discrepencies were identified in the print version of the report, on May 4, 2011 and have been corrected in the online version of Saskatchewan's Regional Colleges: Towards a New System. (See amended version in Related Documents section below).

  • In Figure 3.1: 2005-06 Regional College Aggregate Enrolment, the following percentages have been corrected - Skills Industry Credit (45%), Skills Non-Credit (26%), and ABE Non-Credit (5%).
  • In Table 3.1: 2010 Operating Expenses, the following dollar figures have been corrected - Great Plains College's Basic Education Credit ($693,987), Great Plains College's Basic Education Non-Credit ($357,308), and Southeast Regional College's Basic Education Credit ($1,026,283).
  • In Table 4.2: Aboriginal Participation Rates, the 2004-05 academic year and 2009-10 figures for Great Plains College and Southeast Regional College have been corrected.
  • In Table 4.3: ESL Enrolments 2005-2010, Great Plains College's 2006 enrolment has been corrected to state 49.

Advanced Education, Employment and Immigration (AEEI) Minister Rob Norris has released the ministry's response to the 2010 Regional College Review report.

"This report will serve as an excellent platform from which we can develop an action plan to refine the Regional College system for the benefit of today's students and students in the future," Minister Norris said.
